Position Paper

Summary

Qualifications for Running for the State Center Community College Board

As the founding President of Clovis Community College and with more than 35 years of experience in higher education in the State Center Community College District (SCCCD), I believe I am the best qualified candidate for the SCCCD Board for Area 6.  I am intimately aware of the impact of our District’s ability to make a difference in the lives of the students we serve. Although I retired in August 2016 as the founding President of Clovis Community College, I wish to continue to serve the public and particularly our students as a Board Member of SCCCD.

I am particularly qualified for this job because as the Clovis Community College President, I was proud to lead the team of faculty, staff, students, and administrators through the six-year accreditation process for establishing a stand-alone college. In July 2015, we were approved by the Accrediting Commission for Community and Junior Colleges, Western Association of Schools and Colleges (ACCJC) for initial accreditation as the 113th public California Community College. As a college, we receive two-million dollars of additional funding from the state to provide services and classes to students that we did not receive as a Center.

During the accreditation process, the accrediting team found the college to be ready for initial accreditation in July 2015 but it made two recommendations that required a follow-up visit and report in April 2016 regarding the behavior of the Board members related to micromanaging and failure to delegate authority to the Chancellor to run the District. During the follow-up accreditation visit in April 2016, the accreditation team reported that three board members still do not understand their role as board members.

The members of the Executive Committee of the Board and the prior Board President appear to understand their role. However, the team is less convinced that the remaining three members do. One long-standing trustee presented a written document disagreeing with the findings of the 2015 Evaluation Team, blaming the Interim Chancellor for a variety of mistakes, and contesting evidence that this trustee had micromanaged in various ways.

As the College President that was trying to get Clovis Community College accredited, it was very disheartening to learn that the board member representing our area demonstrated behavior that negatively affected our accreditation status. I am running against the board member criticized in the report as I will do a better job representing our community and our students.

This is a critical time in SCCCD’s history with the passage of our local bond measure of almost five-hundred million dollars. I will ensure that the bond dollars are spent as intended. I served on the Measure C Steering Committee and, on my own time, I volunteered walking precincts on weekends and making calls asking for support to help pass the bond measure.
